Cant get plastic from Oil,only fuel/gases and asphalt/paraffin.
Something has changed?

Yes. Get plastic dust by mixing ethylene/propylene with titanium tetrachloride (also needs magnesium chloride as catalyst).
Get ethylene and propylene by steam cracking propane/butane, or hydrogen cracking fuel or petrol.

Also: when steam cracking, don’t forget pressure valve
